Key Programmes:
Xinmin adopts a holistic approach to Character and Citizenship Education through its signature programme, Cultivating a Life of Values and Excellence (CLOVE). As the school’s Learning for Life Programme (LLP), CLOVE connects learning across lessons, school programmes and daily routines to intentionally develop students’ character, social skills and academic growth. The key programmes below are designed to bring the intent of CLOVE to life, providing authentic opportunities for students to practise and embody the school’s values in action.
4 Commemorative Events (Total Defence Day, International Friendship Day, Racial Harmony Day, National Day)
Engaging activities will be designed to provide students with meaningful opportunities to develop 21st Century Competencies (21CC) as they deepen their understanding of commemorative events. These activities aim to develop in students a strong national identity by nurturing a sense of belonging and awareness of Singapore's vulnerabilities and constraints, ultimately cultivating their will to act in improving others' lives and building our nation's future.
Xinminites will participate in customised learning experiences during four commemorative events to better appreciate Singapore's history and apply their learning as active citizens.
Through the 4E approach—Exposure, Experience, Extension and Reflection—Xinminites engage in meaningful learning that supports the development of the school’s Learner Vision outcomes. This approach is applied across CCE to ensure coherence and depth in students’ learning.

Exposure: Students are introduced to key concepts through engaging lessons across subjects, building prior knowledge and connections.

Experience: Students participate in hands-on activities that deepen understanding and allow them to apply their learning in authentic contexts.

Extension: Learning is reinforced through home-school partnerships, where parents support and extend students’ experiences beyond the classroom.

Reflection: Students reflect on their experiences to internalise values and consider how they can apply their learning in their daily lives.
CCE Cohort Learning Journeys (LJ)
Cohort Learning Journeys (LJs) provide Xinminites with opportunities to explore their Singaporean identity through the arts, culture and heritage. These cohort LJs have been intentionally curated for students’ formative years for the development of citizenship dispositions and national identity.

Values In Action (VIA)
Values in Action (VIA) programmes provide authentic opportunities for students to make responsible choices for themselves and others. When faced with challenges in decision-making, students need to demonstrate open-mindedness, consider different perspectives, and make choices that align with school core values and social vision.
In Xinmin, VIA programmes are designed around community-based and real-world experiences that enhance the development of positive character traits. The programme structure follows a spiral progression, beginning with self-awareness, extending to family engagement (P1-2), and expanding to school (P3-4) and community involvement (P5-6).
Programme for Active Learning (PAL)
Primary 1 and 2 Xinminites participate in the Programme for Active Learning (PAL) during curriculum hours. Through modules such as Sports and Games, Outdoor Education, Performing Arts and Visual Arts, students engage in enjoyable learning experiences that support their holistic development across physical, cognitive, social, aesthetic and moral domains. PAL also helps students develop socio-emotional competencies, including respect for others, responsible decision-making, and teamwork, while building confidence and nurturing curiosity.
CCE Conversations
In response to global issues affecting students, dedicated periods are set aside each term for discussions on contemporary topics (e.g. social issues, digital citizenship and environmental concerns). During these sessions, students engage in guided discussions, analyse different perspectives, and reflect on real-world situations. These experiences strengthen their critical thinking and problem-solving skills, while nurturing them to be caring and responsible citizens who are motivated to contribute to the well-being of others
